The only reason could be that Shanks talked about Buggy when he met the Gorosei
probably because he knew Kaido/Big Mum would be beaten and there has to be someone with a large crew and a few territories who could help stabilizing the seas

Buggy makes perfect sense from World Government's perspective. He was on Roger's ship, he's supposedly "like a brother" to Shanks, alongside Luffy he is considered the main person responsible for the legendary Impel Down outbreak with well over 200 escaped prisoners, he survived the battle in Marineford, he was able to count a large number of rally strong prisoners, form a powerful pirate mercenary group and now perhaps be the only Warlord to escape. This left him the only contender among Weevil, Mihawk and Hancock. Kind of fitting since the others were ready to fight while Buggy figured out how to escape. A stroke of luck allowed him to escape, and the Marines believes he once again eluded them through his "superior skills".
