If Oda wrote a One Piece Spinoff, what would be the best spinoff series?

Do you think he's comparable to Admirals?
Honestly, he seems like EoS Jinbei matchup whereas Admiral Candidates Momousagi & Chaton seem like EoS Robin & Franky matchups.
Tensei seems like a Vice Admiral with a Zodiac/Colour code but also holds a official post with being the Head of the Marine Criminal Investigation Service.
I'm not sure how that compares with the two Admiral Candidates portrayal wise, but given that he's portrayed with Sakazuki & Borsalino whereas Momousagi & Chaton were introduced with Vice Admirals & Garp, I think he is superior.

As of now, imo:
Fleet Admiral > Admiral > Vice Admiral (Head of the Marine Criminal Investigation Service) > Vice Admiral (Admiral Candidates) > Vice Admiral (Navy HQ) > Vice Admiral (Navy Base)
 
Secret arts are called "Ougi" and are spelled as "奥義".
Examples likes Santoryu Ougi: Sanzen Sekai, Gyojiin Karate Ougi: Onigawara Seiken etc,.

The technique Greenbull uses is called "Kinniku" , is spelled as "禁憎" (has the Kanjis for Forbidden & Hatred) and has nothing to do with Secret arts/Forbidden Skills/Modes.
Even narratively, only someone with a 2-digit IQ would argue that the first named move Ryokugyu uses is a Forbidden/Secret Art.

Any forbidden, secrete, ultimate move in OP is one of the best ,if not the best attack/mode for that user
 
Also its ridiculous to compare Kaido vs 9 RS with GB vs 5 RS.

Firstly GB isnt facing kinemon ashura doji kiku & izo as well unlike kaido who faced all 9 of them.

Secondly Kaido faced inu & neko in sulong who lolstomped jack. GB isnt facing anything near as close.

And kaido won vs the 9RS without even using his hybrid form.
 
There is no meaning to this statement if you can't spell out just how well Magellan compares to the top tiers. Where does it say Shiryu's been training for the last two years? The guy's in his 40s and probably maxed out his base stats before joining BB. His only new power-up is invisibility, which, depending on how well he uses his abilities, makes him too dangerous to fight for about any character in the series. That doesn't mean, however, that he is as strong as the top tiers.

If you're to ask me, Zoro is already the strongest subordinate. Shiryu will just be a tricky opponent to fight. I doubt he could exchange blows with KoH, or even non-KoH CoC based attacks for that matter.
Oda writes fights based on narrative, not powerlevel. If he wants Shiryu vs Zoro to happen in a way that instills the same sense of superiority King had against Zoro, he will write both characters at a power level that is necessary to tell such story whether Shiryu is 42 or 70 years old, after all Urouge got significantly stronger in his 40s too lol.

Also if post-Wano Zoro is already beyond King-level, then there's no doubt left about Shiryu not being a top tier.
