There is also that good chance that Vegapunk most likely programed something in the Seraphim, so if Vegapunk says a specific word or command then they will turn against CP0 instead.
I think it's because Greenbull told the WG that Momo's fruit was a perfect replication of Kaido's when Vegapunk said it was a failure and withheld it from the WG.
Essentially the WG fumbled a Kaido fruit because of Vegapunk.
