"Although Vista knew he was weaker than Mihawk..he was still not afraid and his swordsmanship was able to match Mihawk in Marine Ford"
They are just saying Vista matched Mihawk in Marine Ford where Mihawk isn't even using 1% of his strength and Vista still knew he's weaker

We have yet to meet other members of CP0.
I am sure there are strong agents even stronger than Lucci and Kaku and the ones at Wano that we haven’t seen yet. After all Lucci is pretty much new at CP0.
I assume the stronger ones are being saved for a later period
