Vegapunk needs to run more tests because he doesn't know how good those cyborgs would fare against lasers. They might eat a bunch of them just fine for what we know. And King was never hit by a laser on panel.

Perhaps Vegapunk is worried about lasers for lunarian are extremely vulnerable to them.

They are concerned because of the seraphims young age, they are kids, and they don't know how much of the lunarians traits the seraphims received. They didn't say anything about lunarians, just the seraphim.
