We're not talking about quickness, we're talking about Luffy's dodging ability.
Luffy doesn't have moves that are faster than Bagua, you are again confusing dodge/reaction ability with speed.

Hehe. That is not my point. Luffy not 'one shotting' Lucci doesn't make Luffy stronger or weaker than Balckbeard. And Blackbeard didn't show or do anything that put him in higher pedestal than Luffy either except for bounty. Irony is that BB swallowere downplaying Luffy for not him overwhelming Lucci.

Oh yes he does have moves faster than bugua, in Gear 5, chapter 1046, he uses it on kaido.

Not just that but chapter 1037 Gear 2, he moves faster than thinder bugua.

To make matter worse, his Gesr 4 snakeman in chapter 1041, was so fast that it pished kaido to use FS. It is faster than thunder bugua.
