Lucci had stats to compete with G5 Luffy using basic haki. While Katakuri was just able to match WCI G4 Luffy using basic haki. And the clash from Lucci means something, because we saw a large amount of haki lightning indicating high amount of haki being used there.
Even with just basic haki........Current G5 > current G4 > WCI G4
Katakuri is overall stronger IMO due to FS and CQC, but Lucci is at or above his level when it comes to base stats.

Thousand Sunny is a decently big enough ship, and base Kaku was casually able to generate a flying slash larger than that ship. I don't think that is a tobiroppo-esque portrayal there.

Lucci is almost YC1 level (YC1-2 tier)
Kaku is almost YC2 level (YC2-3 tier)

Both would defeat Dresrossa Luffy/Zoro.
