Well, although they differ in strength and power, I'd say a high majority of warlords are at least high tiers, with the 2nd strongest one being a YC1, "inbetweener" or even low top tier and the strongest one obviously being a top tier.
Doflamingo isn't automatically above current Crocodile or Weevil only because he had the highest frozen bounty. And even if he was, the difference wouldn't be large. At least it won't be enough to say that he can match actual top tiers. It never happened. Doffy considered fighting Fujitora with his crew while counting the possibility that Law and the strawhats might "weaken" Fujitora as well. Doesn't seem like Doffy = Fujitora if he needs his entire crew lol.

@Paperchampion23 Unfortunately I think it's unlikely that a Gorosei and an admiral both get defeated at Eggheard.
