I don't think they are weak, in fact being a YC level is as being incredibly strong in the OP world.

Having said that, Kinemon was flabbergasted when saw what DR Zoro was capable of. Sure, with Ryuo he could cut Kaido and Zoro could not, but overall he was way weaker.

Now, if it were up to me, I'd have had Oda have CP0, the Holy Knights, and those guards with the armor and spears just be in one umbrella group altogether. Call it say....The Divine Army. The armor and spear dudes as the basic soldiers, then Officers be called "Knights" and can serve any role, be it a CP-like assassin squad or Marine-like commanders, and then I'd take the Holy Knights, here called "Paladins", and they are the absolute top-ranked members.

Never said the admirals got defeated we dont see how it end as i said while Fujitora was preparing his atrack it cut to sabo we dont see the attack
