1. Spot that Coby was in danger
2. Access what the nature of the danger was
3. Move his body to where Coby was to block

but in this time he couldn’t turn on CoA? You think turning on CoA takes a long time?

in some instance yes normally we only see it just before the impact. Garp turning up his haki and moving toward koby and taking the attack would be a first ever in one piece .
Like luffy defending himself from kaido attack when the cp0 surprised him Luffy saw the hits coming he had the time to look at kaido in the face but boom KOED no haki protection .
They clearly see the attack coming but for some strange reason they can't protect themself in haki .

Z was everyone’s trainer but Garp specifically tutor’d Kuzan on the side kinda like the way he’s been training Koby
