How are CG bounties same as Navy bounties?
If this 3b bounties is a knock to admirals, then this is a knock to Garp with him being the one of the strongest in his prime. Kaido, Wb, Roger and BM got 4-5b bounties reflecting their strength as pirate as a whole from their younger days until got old.

3b bounty doesnt make sense to Garp at all when hes supposed to be on the same level as Roger and Wb at this point.
This CG bounties could very well be the max they can give to the highest position of Navy.
Navy bounties on the other hand can change depending on what a pirate does.

CG dont have unlimited money like world govt

3B is the limit if their budget

Zoro needs to git gud then, invisibility is a part of Shiryu's powerset. Fights consists of more than AP and Sanji whooped Absalom's ass who had that fruit anyway, if Shiryu was only a df merchant Zoro should dispose of him without getting his ass whooped. So if you agree he's getting his ass whooped, then that already makes him impressive.

Magellan level without invisibility never forget that. Magellan's portrayal had Croc, Jimbei, Ivankov running for their lives. Top tier? Nah (if by top tier we're talking about old legends as the cut off), but above Zoro atm? Very possible.

Zoro fans either r for the stars placing Shiryu at Admiral level, or doing the opposite calling Shiryu a bum and below Zoro. Where's the middle ground? Maybe it's because y'all already think Zoro should be taking on a top tier in his next fight...but maybe we need to be humbled? There is a massive gap between the strongest commander we've seen in battle and the weakest top tier after all.

The issue with tricksters is that you can't judge their accurate power level based on their performance against selected individuals. Doffy isn't a threat to the likes of Yonko while Hancock could potentially kill them, but we know for a fact that Doffy is the stronger fighter. It's the same with Zori and Shiryu. Zoro scales above Shiryu generally speaking as in he can operate at a much higher level than him as a fighter. Pit Shiryu against Kaido, he isn't even giving him paper cuts even if Kaido can't detect him. Do the same with Zori, Kaido is covered in blood before Zoro leaves the fight.

Shiryu is insanely strong, but he's not up to the mark overall(when you're comparing him to the top tiers) if he's gonna need 10000 IQ moves just to land a hit on an 80-year-old Garp. The Rain is only a serious threat to Zoro because he lacks the proper tools to fight him, not because he's generally stronger than him.

Not really a great comparison with WG granted bounties, but if it's any consolation prize. Yonkou BB had a 2.2 Bill Bounty, Yonkou Luffy has 3 Bil, and Yonkou Buggy is about the same. So 3 Bil is a very reasonable flat rate anyway for Admiral class.

Garp is a Vice Admiral, he gets less because of his rank.
1 star = 100M
Vice admiral - 5 stars = 500M
1 crown = 1b
Admiral - 3 crowns = 3b
There you go, the Admirals aren't worth shit outside of their rank but Garp has value beyond his.

At least, I am positive Oldman ZenZu agrees with that. If it's not convincing enough, let's look at Kuri and WCI Luffy, for instance. Getting FS is the solution to beat Katakuri, but it isn't the only thing that's keeping him alive in the fight. He was still a threat to Luffy even after he learned FS. Now against Zoro, what do you think happens as soon as Zoro learns a way to work around Liryu's ability? He's gone in one hit. Shiryu on the other hand won't be able to put Zoro down for good despite huge advantages. That should make the difference in their power pretty clear.

Yea It's possible but it depends how it's done. Look at King for instance. His AP was nowhere near Rooftop Zoro's, but due to 1 ability and being balanced enough in other ways he bullied Zoro.

Maybe Zoro looked much weaker than he actually was against King given the circumstances, but no way can you convince yourself that they weren't at least on the same level.

You don't whoop someone stronger than you even due to matchup (at this level), it's just not happening imo. Beat? Maybe, but remember we're talking about whooping Zoro's ass a la King.
