Pizarro took an attack from both Garp and Koby and is still fine, yeah he might be injured but he isn't defeated.

If anything Pizarro is shown to have really great endurance and he probably isn't fully used to his devil fruit yet.

Reminder that Pizarro also tanked an attack from Sengoku and was completely fine after that attack.

Don’t forget pizaro also took galaxy punch as well

OP world hosts billions, so even most commander-level fighters are actually a part of the strongest people around. The only difference is Kaido's statement only applies to strong people among the CoC users. It's not like only top-tiers can use it or something. We already know that's not true via Yamato and Zoro, and Coby just lowered the bar.
