I believe if Aokiji had any trouble fighting and killing Garp he would have aimed prisioners and other marines instead of Garp. He could have frozen everyone and Garp wouldn't be able to do a shit and would have turned in.

Just realized I was wrong. If he didn't had trouble killing Garp this is exactly what he would be doing.
