This chapter is a clear « pass the torch to the younger generation » moment.
Koby is clearly dubbed as « Garp’s successor » therefore there should be no doubt that he has everything Garp has on a lower scale and will end up stronger than prime Garp.

So yeah he can use AdvCoC.

The issue is not that he can already used it but rather that Oda did not invest enough time in his character prior to this chapter to make this reveal fullfilling.

and no one has said or implied coc amplifies the distance to contact in the story so not sure why it matters.

For me its clear that the no touching part of acoc is only with coa and kaido cant do it himself .
The reason why Kaido and luffy are not touching when they are clashing is because of luffy acoc mixed coa .
This is why kaido make contact each time he land an attack on luffy but luffy don't .
