Who will be the Elbaf villain and why?

I've always wondered about this.

Loki will probably just being a regular antagonist and I'm also on the belief that Usopp will probably end up defeating him.

Maybe whoever is the King or God of Elbaf could be the main villain, but unless that person is on the same tier as a Yonko or Admiral it is hard to see that character be the main villain as well.

The only other option would be a outside force.

Luffy had to remove his hand post kaen hakkei. Kaido simply could have dodged BG and directly attack luffy's body.

At that point Kaido had no choice but to unleash flaming drum dragon, only then did Luffy let go.
