Kaido>Old WB>Shanks which we know isnt true at all. Titles doesnt mean anything its just hyping a character.

Also this is Shanks era too he and Mihawk are in their peak. Shanks and Mihawk also are in the same strength with Mihawk just barely more powerful than him.
