He is low top tier, his coa is on the same level as an admiral minimum being able to clash with yonko luffy and post wano zoro, the only thing he lack is conqueror haki to be a full fledged top tier.

The only way the Straw Hats were winning here was if Luffy took Kizaru out in one Gear 5 usage, and Luffy couldn't even knock him out when Kizaru wasn't even trying to fight Luffy half the time.

Saturn just got eye-diffed by Sanji.

It's possible the Straw Hats escape in another way if enough people show up, but, they can't fight through all this. They also have no way of regaining Pacifista control besides murdering Saturn, which... uh, looks pretty unlikely at this point.
