Rock crew was most likely the same BB crew they all join for there own reasons on raids .
But unlike BB crew they seem to back stab each other way more.
Newgate and Shiki probably were top tiers if they had their fruits at the time. Newgate was close to his prime at the time iirc, so definitely top tier
Actually, it's totally possible that those two and Kaido all got their fruits at God Valley
