I mean it's not like there were enough admirals for even the monster trio. If it's not Luffy fighting Akainu it would Dragon or Sabo. Kuzan is more of a wildcard but I doubt he is a bad guy in the end. Same with Fujitora. That just leaves Green Bull and Kizaru and after what happened in Wano that just left Kizaru
