Maybe not emotional beat in general, but tragic climax/moment of catharsis if that makes any sense, to me the last one was Ginny's death and Kuma adopting Bonney.
The stuff with Kuma and Bonney that we've gotten since then, while emotional and good in it's own right, is ultimately building up to one big moment of emotional catharsis in the present, so these past few chapters have been mainly setup for that with some worldbuilding thrown in.

I think that statement was just a way to build fake tension.

For any longtime reader, the answer should obviously be yes. Elbaf has been hyped since pre skip, Oda is setting up major plot relevance for the giants due to revealing the buccaneer race, and Saul is in Elbaf.
