Honestly, that makes a lot of sense. Every Gorosei is old and even Imu himself might already be quite old and weaker than on his prime. Having someone who can return fighters from your side to their prime version without drawbacks is a game changer
Ju Peter looks like he could be in his prime(by OP standards), but yeah every Gorosei seems to be rather old biologically.
I think it's possible that they are currently stronger than they were in their youth because they've had decades to refine their haki and devil fruits, but if they could somehow have access to all of their experience and knowledge in a young body, they'd be even stronger.
Like, it's not even an exaggeration - Franky spent two years on VP's home island, researching his tech and being/becoming a nerd for it basically. Fast forward two years and some change and the guy is looking and talking to VP (and his sattelites) and what do we get? Nothing.

Even tho they have better haki and experience they are still weaker than their prime version mostly because their physical stats probably declined. Garp and Ray probably have better or at least similar haki control when compared to their prime snd they probably have more experience but they are lacking the top notch stats that they used to have.
