You could make Zoro or Sanji the MC and see instant improvement.

He's the same character

Pre and Post Timeskip Luffy are pretty much exactly the same

If anything that's most people's major complaint when it comes to One Piece

Not even close to the character he was pretimeskip. The biggest thing tho is how empty his goal of becoming Pirate King is, other characters have greater personal investments in what that means while Luffy himself is content with being aloof about it all. The nika stuff just makes that worse.
