My only explanation is that they would rather have a far less interesting villain as the final villain for some reason.

I think it's more about they want a twist. There's a certain sort of reader that only reads for twists.

I think we haven’t met the final villain yet but I do think BB is more likely than everyone else to be the final villain. Imu’s fruit is likely Blackbeard’s third fruit imo.
