I think you are misrepresenting the word "higher level"..by higher level he meant higher class.

Luffy described Barrier and Internal destruction as Advanced Techniques of CoA..it doesn't mean every barrier Haki user has stronger CoA potency than Non Barrier user (Boa Sisters vs Katakuri).

Katakuris CoA was on a higher level than Luffy's like for example Kaidos durability is on a higher level compared to say Big Mom. Or Lucci is a higher level Rokoshiki user than Blueno. They can all know all Rokoshiki abilities but Luccis can still be a lot more potent and refined.

Nah what kuri actually has is Armament Haki combined with his devil fruit power hence the name “Block Mochi” but not ryou. But tbh I guess it coud still qualify as ACoA just the hardening aspect at least. It’s similar to Boundman Luffy or any G4 Variant of Luffy for that matter
