It’s the guys who rely on the Admirals for protection who choose to have the Admirals for protection, not the other way around. This is how they’ve chosen to structure the WG.

The ones who rely on the Admirals for protection are the CD bozos with the space suits.
Gorosei are literally running wild on the island and so far nobody could stop them nor hurt them. Kizaru was with Saturn for extra assistance, not to protect him because he's weak.

To put it simply prime Mike Tayson had a few bodyguards with him but he could beat their asses anytime he wanted.

Oda wants nothing more than AdvCoC and never will a clash of a AdvCoC user and Non AdvCoC user result in a victory for a nonAdvCoC user unless there is humongous power gap which doesn't seem possible as Sanji has low commander level base stats and Gorosei are awakened mythical zoans.

His final opponent is Kizaru

I alway took the fighting power to be a military statement, as in the admirals are the strongest combatants in the military branch of the government (navy, cipher pol, all forces under Kong).

The gorosei are a part of the political branch.

It's time to reevaluate Kaido's statement of Haki reigning supreme. Devil fruits give sooo much more to a fighter than Haki, it's seriously crazy.

Kaido has never witnessed the Gorosei, never seen a Logia awakening and wasn't awakened himself.

Fruit powers > Haki

Haki is the only "tool" you can use against those OP abilities ,we have to look at it from this perspective .
Kinda think about the panel Don in Dressrosa where he said only the strongest can conqueror the sea .
Just because you have CoC doesn‘t mean you got what it takes to be on top.

There is for sure another level to CoC haki probably almost no one currently is able to use .
Kaido only mentioned Roger as example for Haki ,kinda tells us how rare this probably is.
