Not defending Sanji by any means, but I actually doubt the Gorosei are individually weaker than Kaido.
Nusjuru's attacking feats (speed blitzing and defeating all (!) of the islands new Pacifistas in a few seconds + slashing down the entire island cloud of Punk Records) are at least on par with Kaido's feats and the Gorosei can't be defeated/hurt by anything we know so far.
