Kizaru was the other main villain besides Saturn in this arc and if Saturn has been made responsible for failure, Kizaru should be too. And I would be surprised if gets another arc as villain.
I think that since Imu is the one punishing, he doesn’t care about what’s below gorosei, from his perspective it’s only saturn the responsible and not some vice-admiral for example.
and I don’t see akainu punishing anyone for the “death” of saturn cause other vice admirals were present and something beyond his comprehension happened, so he won’t say that’s your fault Kizaru, and that discussion of whose fault it is already happened between kizaru and akainu so it’s a closed subject.

the sole reason they pushed Gandhi being the strongest swordsman was to downplay mihawk, and now that Gandhi has a sword equal it seems like they will act like they never called nasjuro the strongest kenshi

Strength of the Gorosei is equal to the distance of their planets from the sun. Topman Mercury is strongest of them, Saturn is weakest.

What’s up with the huge black lightnings though, is Imu actually sharing his haki or something? That could explain the ominous presence that everybody was talking about.
