Garling likely is the strongest of them (or soon will be when he gets Yokai powers) but it doesn't make the Gorosei weak. Perhaps underwhelming if you thought they would be no diffing yonko and admirals but otherwise no. Saturn, perhaps the weakest of them, no diffed a high ranking VA in Doberman. He also made light work out of a decent YC in Sanji.
Not being able to contend with Nika Yonko Joy Boy Luffy who one way or another defeated Worlds Strongest Creature Kaido that other top dogs like rather old WB, Big Mom, Green Bull, Doflamingo & BB steered clear off is not in any way shameful in my view.
Only the aforementioned Luffy and YC1 Zoro with AdCoC that defeated lunarian King & CP0 top masked agent Lucci could hang with the Gorosei (Kizaru likely could too). The rest on Egghead couldnt and that includes brainless Kuma, ex shichibukai Jinbei, Sanji, Lucci, Stussy, supernova Bonney.

I'd say
Yokai Garling > Yokai Gandhi > Garling > Gandhi.
Same as pre-Mera Sabo was very strong but he obviously became much stronger with Mera Mera. That is why BB is hunting fruits for his already strong commanders, right powers gives a boost to already strong characters. All the Admirals also are fed OP fruits, they are already strong but get a insane boost. I can't imagine what level Garp, Shanks, Mihawk, Zoro, Roger, Rayleigh etc could reach if they were fed Goro Goro or some other OP fruit.
