And it's not like Oda is doing some masterful psychological deconstruction with Usopp - he just erases every step forward he makes with the character and gives him the same or worse showings arc after arc

Oda doesn't like training arcs

he only did it for timeskip and flashbacks

persoanlly i love training arcs in stuff like Naruto and HxH

it's cool seeing characters work hard to develop, while also explaining more about the combat system

Oda likes to keep everything vague and just have characters unlock shit mid battle

Same, good training arcs add a lot to a shounen.

Gives the older/master characters chances to flex, too.
