This is the most likely scenario I can think of:
Oda knew he wanted Luffy to start using Gear 4 moves, without going into full Gear 4. So, he accidentally titled the earlier attack a Gear 4 attack, even though it was still Gear 3.
This time, it really is a Gear 4 attack without full Gear 4.
Totally understandable error for a weekly manga that's been going on for 20+ years.
