I wanna remind People that in Little Garden, Dorry said that their Ruler have Ability to choose Winner in a Fight by giving them "Divine Protection", and He didn't associate it only with Current Ruler, He said it's an Elbaph Tradition, meaning it's an Inherited Power,
This Arc confirms that this Power is none other than a Legendary DF, currently eaten by Loki.
I believe this Chapter just confirmed to us what this DF is thanks to Introduction of Loki's Subordinates & Underworld Beasts,
Wearing Beast-Skin indicates that Loki's DF is none other than Berserk Berserk No Mi (Or any Word associated with it, however Oda chooses),
Cuz in Norse Mythology, Berserkers are those who Fight in a Trance-Like Fury showing Super Ferocity & Ability to cause Violence,
(So you could say that what Dorry meant is that their Ruler can use his DF Ability to Empower whoever He wants to Win in a Fight, hence that Tradition)
Word Berserk originated from this Myth & it basically means "Bear-Shirt" or someone who wears Bear or Animal Skin,
This Tradition also gave rise to many Animal-Related Cults such as Cult of Bear, Cult of Wolf, Wild Boar ... etc
Actually if you notice, Loki this Chapter said that each Beast is a King of a Mountain, teasing what i was saying for so long, that there are Nine Mountains in Elbaph just like Nine Realms, with Elbaph Ruler being like their Supreme King or King of All Berserkers
This also matches with Saul who in Robin's Flashback described Elbaph Giants as Savages & said that Giants who don't come from Elbaph aren't like that, suggesting that not all Giants are United, there is something They disagree on & that seems to be this Elbaph Tradition of Berserkers
Actually, latest mention of Berserkers in Norse Myth was in Poem in honor of King Harald (Same as Loki's Father)

So Divine Protection, Savage Tradition, Wolves, wearing Animal-Skin, Loki, Harald, Beasts as Kings of Mountains ... etc
It all suggests to me that this Legendary DF is something similar to Berserk Berserk No Mi
Even Kuma who is a Buccaneer with Blood of Giants, was strongly made to symbolize a Bear & was able to move furiously & out of control to fulfill his Goal, He literally was like our first example of a Berserker
In Norse Mythology, King Harald is the one associated most with Berserkers & considered their King & famously used them as Elite Warriors in his Conquest, so it's possible that 6 Years Ago, Harald decided to let his Army out & took what is now Shanks Territory, They were led by Loki, hence why He was given such a Bounty by WG, but Red-Hair Pirates stopped them & that's how Shanks became Yonko
I won't even be surprised if He also teamed up with WG or made some kind of deal with them, that He would keep Elbaph War-Free,
