Because Chapter 0 is also canon, people always wondered about Shikis whereabouts, and about his "20-year plan," which never came to fruition in the manga but was used as the transition for the non-canon movie plot instead. Oda still could make this work somehow. If it is him.

So technically, this "plan" could still happen. Even though it is a little bit past the 20-Year Mark now, but that's just a minor detail that can be overlooked, I guess.
