Tbh i don't think it's a Clone like Seraphim or Stussy,
I think Oda being a Huge Fan of Dragon Ball, He could have created his own version of Kami/King Piccolo

Shanks Presence + Divine Sword-Style + Representing Oda + Being Luffy's Idol + Found on Island called "God's Valley" ... etc
All of this suggests that Shanks is OP World Kami (However Oda wanna represent it)
