No, he told them he just wanted Luffy and he would leave, he had no intention of annexing Wano(the Gorosei do btw, but he wouldnt know about that). He specifically praised Kaidos rule to them and said while it was miserable, it was overall good

For the narrative this shows Greenbulls dedication to any hiarchys, even unjust ones, and gives an idea of what future challenges the Wano regime would have to do. It doesn´t mention Kaidos strength because that wouldn´t be important to the story after he died

You are mixing 2 things. First GB is talking about himself --

Then he talks in general how Kaido's presence kept others away like WB

The thing is the reason why he won't enter wano is due to Kaido. Not due to his crew which he don't think very highly of for example king and queen.
