Well, if that's the case, it still adds nothing to your point though. The WG canonically tried to recruit Kaido as a kid and tried to capture him multiple times, ending up with Kaido destroying their ships.
They know they had no chance obtaining Kaido, that's why the Celestial Dragons' elite agents (CP0) were seen sucking off Orochi in the shadows, while Orochi was threatening them with Kaido. @The DevilMaster

It’s plausible to assume that ALL four Emperors—Kaidou, Big Mom, Whitebeard, and Shanks—at some point rejected serving the World Government.
