The fact is Oda just doesn’t want his found family fucking each other. If he changes his mind that’s fine but as of now it is obvious he’s playing with the idea of SHs ending up with people outside the crew

He's not really playing around with any SH ending up with someone outside of the crew besides Usopp and Sanji. Hancock's love is a running gag, Luffy rejected her twice and she hasn't been relevant outside of one chapter in over a decade. Hiyori was also pretty much a joke in the end, and there's nothing else I can think of.

There's also this interview where Mayumi Tanaka talked about Akemi Okamura liking Luffy/Nami, and nothing was mentioned about Oda objecting to it.

This isn't me saying it will be canon because there's definitely not enough to say as much as of right now, but I am open to Oda potentially writing inter-crew romance at the very end. Also once again, the SHs are not literal family lol.
