Again based on narrative for the strawhats in terms of bounties that reflect fighting and the results of it is usually accurate (again when it pertains strawhats). The fact that jimbes bounty is higher than sanji implies that sanji and jimbe are relative to each other.
The samples of sanji being lower pretimeskip makes sense since sanji had just because a pirate while Robin was the devils child and got a bounty etc.

Don't forget to add the fact that Sanji's bounty would be way higher and a Supernova if he wasn't working from the shadows and Oda avoiding bringing Germa notice in too early.

Arlong Park - The bounties came from Luffy and Zoro fighting that marine guy, not the opponents they beat.
