Fact is in the manga, guys like Roger, Luffy, Rayleigh, Garp, Oden and Saint Sommers do not need need to try to seem tough. Their presence speaks for itself. Compare that to Garling the pussy. He needs to seem badass by doing rants, but it doesn't really work, since you prove yourself in battle, not by making edgy remarks when the battle is long over.
