When did this happen? Luffy was still at the school playing with the kids on swings when Shamrock and Gunko arrived at the Castle. In this latest chapter he's at the Castle when they arrived by the school.

He didn't fully put 2 and 2 together yet, but he did notice it

Few guys have lots of medals on their uniforms and most others don’t have anything

Maybe other admirals etc don’t like to wear their medals even if they had some
