He was never the bad guy, it should been more obvious to the doubters when oda had him state the celestial dragons are scum for refusing to join the holy knights. He knows what scum is, aka being bad.
Loki is stated to just pull harmless pranks against his people. sure some chaos. but no one died because of it. But he was never evil.

What I'm hoping for Loki's character arc too, funnily enough:
Franky, Robin, Nami, Kidd, Usopp, Sanji, Zoro, Law etc have all been demonised in similar ways, with it becoming more literal for Robin too but the way Oda is handling Loki reminds me of Zoro, Kidd and Franky especially too and he will have a big redemption moment and arc I'm certain. Elbaf will see him as an unexpected hero sooner or later somehow.
For all we know he's purposely shunning Hajrudin because he doesn't Hajrudin to be burdened with the same responsibility, burdens and thus tragedy, moral conundrums, brutality and such being king would entice (who even is ruling Elbaf atm? Who is in the heaven realm?) and therefore he is acting like a POS to Hajrudin on purpose to push him away and give him "freedom", to "set the bird free" kinda like Neji's storyline in Naruto too:
Ironically that came full circle in the most beautifully tragic way MUCH later in the story ofc:
And also AOT did its own version with its ending too, a certain someone who wanted to be a bird and have that freedom....
