You had out of all people, Shanks stopping him in new world as the only one. You have Gaban warning a yonkou and his crew about Loki, you have Oda literally hyping his legendary df and insane ragnir.
If he was such good, why neither Shanks or Gaban doesn't trust him? I'm not saying that Loki wont became a ally. Im pretty sure he will at the end of the arc.
But until that point, he will needed to get defeated. People fall for Oda tricks to make it look like that Loki is a good guy. People really didn't learn anything of the marvel movies/stories or norse mythology.
Loki in marvel was trash and a bad guy in the beginning. He became later good after he was defeated by Thor...

As long as Shamrock doesn't comeback, Loki vs Luffy is pretty much the main dish for this arc.
Not to dog pile too much more on Mikk, but if Loki was the villain of this arc, having a scene where some girl says he's kinder then he looks while a bunch of animals he befriended are keeping him company is, uh....a rather interesting way to establish things.
I said "a" main side character, where did I say "the," there are multiple focus side characters within single arcs/the story.
Also to be clear, the narrator already has the promise of Hajrudin making history in the future and we've had extensive Road content up to this point, meaning Hajrudin's crew is garunteed more focus and of course Hajrudin himself.
And you say this as if Oda hasn't been seeding Hajrudin in the stories background since Dressrosa ended.
There's also more that could be brought up regarding his character so far/things to explore, but if feels weird to say the other son of the king who's dynamic with Loki is addressed further and with mystery, in this chapter as not being a focus of Elbaf.
Gunko fits your description of weakling better than Shamrock.
While I don't agree with his tactics he's clearly not a weakling.
