I do not blame you from having that opinion, I agree that seems sensible. But remember, Shamrock is the twin brother of Shanks, Oda's seemingly divine self insert who can can apparently do no wrong.

Not much tbh. After attacking the village in part 1, he low-key wanted them around to counter the Akatsuki. He basically spared team Yamato because he wanted them to fight the Akatsuki. Orochimaru would just continue kidnapping orphans and doing experiments in the "sound village".

Because there is likely something big in Elbaf itself, with the Wg wanting to take the country for whatever reason.
Gunko mentioned the presence of Luffy later on to Sommers and the other guy because he's hanging out on a different part of Elbaf, it's not really relevant to their mission
