EXACTLY! You completely understood, thank you! For me this is far better than Xebec being so overwhelmingly, utterly ridiculously strong that 2 of the strongest characters in the series from day 1 had to team up to just take him down! Thank you!
I get it though. I don't like the idea of Rocks being a complete Buggy ripoff but him being a powerscale breaking god is also too much.
I used to read comics and I'd really hate it when writers brought in "teambuster" villains who could casually slap around Herald level characters like Thor, Superman etc without breaking a sweat.
They are often just boring and frequently need blatant plot armor to be beaten.
And they make other characters straight up look bad especially when those characters are hyped for being strong. Especially since comics aren't like anime so hero powerups just get retconned.
A powerful but cunning Rocks would work great for the same reason current BB does; he'd be very strong and a major threat, but he can be matched in power and smarts which makes the tension believable and the character more relatable.
It would be believable, allow Roger, WB and Garp to retain hype and it would limit the Worf Effect stuff to a minimum which is how it should be IMO.
And like you said it would potentially make him more fun and entertaining as a character.

I have more serious answers but too many to list and sort out for me lmao. I like water abilities the most though so what Kisame and Tobirama can do especially too then ofc.
But I love elemental jutsus and taijutsu in general but rasenshuriken, Asumas ash cloud fire breath.....I better stop Im gonna list SO MANY Jutsu if I dont lmfao.
