Joyboy is like Hashirama. He is below Nika, like Hashirama was below Ashura. So he is not the strongest of the verse.

Also, Dorry and Brogy wasn't sure if Joyboy's haki > Shanks Haki. That means Shanks haki is close to Joyboy haki.

So, I think Shanks = Roger, and Roger is below Xebec.
I think Xebec is ~ to Joyboy

And since he has the strongest crew so far in all the manga I put him in the first place
