Rayleigh has CoC and likely ACoC, Kizaru hasn't even shown CoC. Why on earth would you ever assume Kizaru possesses the same ability as Rayleigh just because they were evenly matched in their brief skirmish?
First of all, it was a 2 minute skirmish filled with nameless attacks - it holds zero weight in the way of concluding anything at all in regards to their respective levels of AP.
Secondly, just because you can match someone's AP, doesn't mean you're using the same ability. That's the wildest reach - Garp and Kuzan had evenly matched AP; Garp using ACoC and Kuzan using DF + CoA.
Thirdly, if Gaban is using ACoC and that's the secret to beating regen then it's safe to assume Rayleigh can too. But if Gaban is using another power then you can't just gift it to Rayleigh, it doesn't work like that. They're different characters with different strengths.
