Unfortunately we have to exclude the Revs; it would be contradictory to what they themselves expressly said.

The Revs attacked Marijoa very recently, they have already destroyed the CD's symbol and burnt their food supplies. It has already been said that the CD have little to eat.
Also, we know that the Rev's plan is to attack the ships that are headed to Marijoa to cut the supply lines:

Why would they attack again when they had already done so and their plan is literally to starve Marijoa without directly attacking her?
That would be the exact opposite of what they themselves told us.

BB or at most Akainu would make more sense.
The first attack is not direct confrontation tho, they just want to weaken them by burning the supplies.

Yeah, but the point though is basically that: they don't want a direct confrontation, but as they said they want to "attack" Marijoa without attacking it directly. That's why they going back to their word would be quite strange now.

Also, it's true they burned the supplies, but they took some direct actions too, like destroying their symbol.

It seems to me that unfortunately the Revs don't make much sense now, since they have "just" did their thing and their plan goes against what we are being told. BB seems a more probable cause then.

Hm, but didn't Blackbeard also wanted to negotiate with the World Government? This is a real headscratcher Oda playing 5D chess again.

:josad:

The destruction of Lululia might be the prime cause of this action and the revos confirmed Imu has Ancient Weapon with Vegapunk message. They cannot sit still no more.

Now they are weaken, the common CDs are fuming, putting blames on the higher up. It's a good chance to add more fuel to the on going fire. I think they still not going to direct confront the CDs but make the fire burn faster until time comes.

Oh sure, Gaban totally has long-range attacks, but he just loves ignoring them so he can throw himself into danger like it’s a hobby.
Why stay safe or strategic when you can charge in and personally invite disaster, right?

Gabans air slashes are too strong. It’d cut through Gunko but also any kid behind Gunko in its path.
