It's called creating hype. If oda just had wh be clearly inferior to Roger, then wb wouldn't have had nearly as much hype. He would always have had the shadow of Roger looming behind him.

Oda is a master at this. Look at shank and mohawk. Oda can easily settle all that debate by just specifying who is strong. But he himself keeps the agenda alive. Same with zoro and sanji. Or pretty much any rivalry.

Rivalries are good for battle shonen. Oda is a master at artificially creating and maintaining them.
