Killingham works for Zoro as an opponent cause of the whole fear/nightmare angle
Sommers works for Sanji as an opponent cause of the whole using love to hurt the people you care about angle.
They also have much more interesting movesets than Dorry and Broggy.
Only reason I can see Dorry and Broggy as opponents is purely to perpetuate the whole "Sanji and Zoro are rivals" deal.
Which is just pure agenda and not actually really interesting beyond that.
