we never saw Ray fight in a real battle. all he did was still someone off panel. he should have CoA, CoC and CoO, to what degree we do not know.

What's silly is stressing on a difference that is insignificant. The term "equal" is not being used mathematically here, we are not discussing exact numbers. Hence why we have both statements of them being equal and Gaban being third strongest but him insisting he was the second, it's a silly debate because the difference is minuscule. Only thing this chapter confirmed is that Gaban and Rayleigh had a rivalry like Zoro/Sanji and that they were considered the "Wings" of Roger, which only hurts the anti Sanji/Gaban agenda.
