YES!!! I've viewed Yamato's Cover Series as Wano Act 3.5 for a long time, and the reason is simple: what else is happening here besides set up? That's all Cover Series do: set-up. We have some set up that still hasn't even paid off (Gadatsu's Cover Series is... something, and Enel's Cover Series is a WILD ride, especially after Egghead's lore drops).

We had Teach attack Law right outside Wano, then a two-day timeskip after Caribou went to meet Teach in Hachinosu. All 6 Yonkou (provided Kaido and Linlin are alive) are right near Wano.

Garp is worth 3 Billion Berries, no way Teach isn't going to take that money. When Teach and Cross Guild meet up to deliver Garp, I think Teach will propose an alliance to take over Wano. Cross Guild and the Blackbeard Pirates actually make a ton of sense together, and have very similar goals: Teach wants to rule the world, Crocodile and Mihawk want a nation with a strong military to form Croc's Utopia.

Blackbeard and Cross Guild move on Wano for Pluton; Shanks asks Luffy to form an alliance to stop it. Kaido and Linlin foreshadowed the rise of Yonkou Alliances.
